I don't understand what is meant by ';bad scalp at the top of my head.'; Usually if the top is graduated in length to form the short pomp front of a crew cut, it should look ok. In a week or two the back and sides will grow out and it will look like regular short crew cut.

But if you want enough hair to conceal the scalp at the top of the head then you probably shouldn't cut your hair short enough to see the scalp at the top of the head.
